Temporary Ban on Diesel vehicles
Currently there is no ban in force in Oslo and diesel vehicles may drive as normal.
When will the temporary ban on diesel vehicles be in force?
On days with acute levels of air pollution, regulations will be in force which temporarily prohibit the use of it is prohibited to drive diesel vehicles on municipal roads in Oslo. There is no temporary ban today. This is necessary as an emergency measure to reduce emissions and will be in force when the following conditions are expected:
- High levels of air pollution from vehicle exhaust
- A large geographical area of the city being affected
- High pollution levels lasting 2 days or more
Where will the ban apply?
The ban applies to all municipal roads in Oslo, including Ring 2 and parts of Ring 1.
Where will it be permitted to drive?
These state roads are not covered by the ban on diesel vehicles:
- Ring 3
- E6
- E18
- Riksvei 4 Trondheimsveien
- Riksvei 163 Østre Aker vei
- Riksvei 190 Strømsveien
Transport is also permitted to and from Oslo Central Station, and the ferry terminals at Vippetangen and Hjortneskaia. Parts of Ring 1 where the ban is in force will be signposted.

How will we notify affected drivers?
The ban will be announced at least 24 hours in advance, on www.oslo.kommune.no, social media, and signposts along the access roads to Osloelectronic signs on major roads. We will also issue a press release. If you want to receive a direct advanced notice directly onto your smart phone, you can download our app “Bil i Oslo” (App store/Google play).
On days where the ban is in force, diesel vehicles will be prohibited between the hours of 06:00 and 22:00.
Imposition of the ban on diesel vehicles requires approval of the City of Oslo’s Department of Environment and Transport. The ban will be lifted when air quality improves to the extent that it no longer represents a risk to health.
Notice of the decision to lift the ban will be communicated through the City of Oslo’s web site, social media and a press release.

Which cars are banned?
All diesel vehicles will be prohibited. It is not possible to apply for exemptions from the diesel ban. However, the regulations provide for exceptions in certain circumstances.
Exceptions to the ban
Note that it is the driver’s responsibility to prove compliance with one of the following exceptions. Appropriate documentation must be presented when required to do so by a police officer or officer from the Norwegian Public Roads Administration:
- Goods vehicles weighing more than 3500 kg with Euro VI technology
- Documentation: Vehicle registration document.
- Car classified as a diesel rechargeable hybrid and having an electrical range without the use of the internal combustion engine of at least 40 km
- Documentation: Vehicle registration document.
- Vehicles used for commercial purposes (commercial purpose must be documented)
- Documentation: Shipping or consignment note. Other types of assignment to be documented by presenting a work contract, order confirmation or agreement clearly stating the date of the assignment. Documentation in electronic form is acceptable.
- Transport for disabled persons (with a handicap parking permit)
- Documentation: Valid handicap parking permit.
- Emergency vehicles
- Documentation: Vehicle markings or presentation of a valid ID card.
- Vehicles used in public service or whose use is necessary to perform public service tasks during the prohibition period. This includes private companies performing home care services
- Documentation: Work contract, schedule, roster or order confirmation clearly stating the date of the assignment. Documentation in electronic form is acceptable.
- Patient transport to or from a documented appointment
- Documentation: Written confirmation of time and date of healthcare appointment at a hospital, General Practitioner, Physiotherapist, Psychologist, dentist, etc. Patient sensitive information should be redacted.
- Driving in connection with ferry transportation when the car has been or will be on the ferry. Driving home from a ferry terminal or airport where the car was parked before the ban came into force is also permitted
- Documentation: Ferry ticket showing that the car was on-board. Parking ticket showing that parking occurred before the ban came into force along with flight or ferry tickets.
- Public transport and vehicles whose use is necessary for the operation of public transport services
- Documentation: Work schedule or roster.
- Licensed passenger transport: Taxi, Chauffeured car hire, coach, transport of disabled passengers
- Documentation: Relevant license.
- Cars with diplomatic vehicle registration plates
- Documentation: Registration plates with blue background and yellow characters.
- Use of a rental car when the rental agreement was agreed before announcement of the ban. This exception does not apply to leased cars
- Documentation: Contract or booking confirmation for the rental.
- Vehicles with a service appointment at a garage which was booked before announcement of the ban.
- Documentation: Garage’s written confirmation of appointment.
- Driving to or from work or education during the prohibition period when travel in the opposite direction is necessary between the hours of 22:00 and 06:00
- Documentation: Work schedule, roster or schedule for teaching.
- Driving to or from a funeral service.
- Documentation: No written documentation required. A verbal account is sufficient.
Penalty for non-compliance
Breaches of the regulations prohibiting the use of diesel vehicles will result in a fine of 1,500 Norwegian kroner. The police and the Norwegian Public Roads Administration have the power to enforce the regulations.
