Changes in operations of importance for the licence
Some changes to operations at establishments with licences to serve food, and sell and serve alcohol must be approved by the City of Oslo.
You can apply to make or report changes by filling in a change application. Here you will find a list of all current licences for the organisation number you represent.
Apply to make changes (log in)
You must apply for or report any changes if
- The establishment is under new management.
If the new manager has passed the Alcohol Act knowledge test anywhere other than in Oslo, you must upload the relevant knowledge test (page in Norwegian) certificate. - The establishment has a new deputy.
If a new deputy has passed the Alcohol Act knowledge test anywhere other than in Oslo, you must upload the relevant knowledge test (page in Norwegian)certificate. - The establishment has a manager responsible for the licence to serve food.
If a new manager has passed the business founder test anywhere other than in Oslo, you must upload the Food Services Act knowledge test. - The establishment has changed name.
- Changes have been made to shareholdings in the licensed company.
If the company in question is a limited liability company, you must upload a copy of the shareholders’ register. - Changes have been made to shareholdings in a company that has direct or indirect shareholdings in the licensed company.
- There has been a change in the group of individuals who have a significant influence over the company or the operation of the food service establishment or sales outlet.
- There has been a change in company structure, for example from a sole proprietorship to a limited liability company.
Then you must apply for a new licence. You can apply for a new licence here. - You want to extend the indoor or outdoor area where food or alcohol is served.
- If you have a licence to serve food and apply to extend the service area, you must upload a drawing showing the new area.
- If you have a licence to serve both food and alcohol, you must upload a drawing showing the new area and right of access documents, for example a lease or deeds. For a sublease, you must also upload a permit to sublease and a sublease agreement.
- If you have licence to sell alcohol, you must upload a drawing showing the new area and right of access documents, for example a lease or deeds. For a sublease, you must upload a permit to sublease and a sublease agreement.
- You have an indoor licence and want to start outdoor service.
- If you have a licence to serve food and apply to extend the service area, you must upload a drawing showing the new area.
- If you have a licence to serve both food and alcohol, you must upload a drawing showing the new area and permission from the landowner confirming that the area can be used for outdoor food service, for example a lease.
- You want to extend the opening and serving hours at a licensed establishment.
Establishments that only have a licence to serve food do not need to apply to extend their opening hours. They can open 24 hours a day. - You want to change concept, for example if you run a restaurant and want to change to a nightclub.
- You are closing your business or ceasing trading.
Then you must tell us as soon as you know the date you will close down or cease trading.
You do not need to tell us about
- A change in address of the licensed company
- A change in company name
- A change of Board Chair or manager of the licensed company
